I have done all of those and nope! non helped!
If it runs perfect on your potato system doesn't mean it runs perfect for everyone. the game graphics are from PS3 era. 2 generations ago. so we're not talking about a demanding current gen game here. it's about optimization. Even people with 3080 gpus are reporting similar problems to mine. you are just lucky i guess.
Maybe it's because of my PC's specs but in 149 hours I had a single time when the fps dropped below 60. If it's not a wide spread issue it's likely not a game issue so they can't/won't do anything.

i can run the game smoothly but some specific sections begin to stutter and it simply doesnt make sense, i can run Hunt or Tarkov or GoT or any other modern title, it really seems like bad optimization or ehm... Denuvo
I was thinking it's been years since I checked what's running on my PC so I did a quick app inventory (all ok) and proceeded to check windows services and windows task scheduler.
In services I found AtkexComSvc.exe which is part of the asus utility for my motherboard which I had to briefly use to force flash a bios install when I installed windows 10. The utility was removed right after that but it left that service running in the background.
In task scheduler I found muachost.exe whic is part of the MSI gaming app which I used a couple of years ago to turn off the RGB of my old 1070 and uninstalled right after. I've upgraded to a new card of a different brand since then but again it seems like they can't be trusted to keep things clean.
Now, I have an old i5 7600, 4c/4t which is really not good for current denuvo spits on the floor and I don't know which of those services were causing the bad stutters whenever the game went under 60fps but it was like night and day.
Maybe it's just because my CPU is too weak to begin with, or those programs were messing with low level stuff or with the SMBus, or it's all that + denuvo but the issue is fixed and I wanted to share, unlikely as it is that someone is in the same exact situation.
And yes, it's time to upgrade my CPU...
My CPU is the "recommended" cpu for this game not the minimum.
Which is also the minimum one.
