Are Persona's gained through fusion accidents random?

I know items gained through it are random, but sometimes during fusion accidents, I will either get the persona i wanted, or something entirely different. Is it random?

I believe it's a random persona from the ones you already have in the compendium but I'm not 100% certain

Then how does it work then.

Fairly sure it's a random Persona around your actual level, can't be a Persona you would normally have to do a group fusion for.
