At 70 you should easily be able to beat the Reaper.
If you want to make things easy for yourself just equip everyone with the accessory that nulls Bless and Curse and then let the Reaper ambush you.
He will only get one move a turn instead of two.
Debuff his accuracy/evasion and buff your own, whenever I fight him he seems to really like hitting Ann with Bufudyne/Mabufudyne.
Highly recommended - Using Mithra, Dionysus or Attis for Thermopylae (whole party Heat Riser for 30 SP when ambushed). If that's not your cup of tea, you can just stick with Makoto + Ann to keep up the buff and debuff and slowly chew away at his health. If your party members are lucky enough to get a Showtime while charged (typically by Futaba) you'll smack him for nearly 1000 damage and possibly end the fight much quicker.
And there is always other ways to get the skills. Don’t have to use electric chair. Just use save n load and alarm gallow. You can basically give a persona any skill you want as long as the skill is not unique to a specific persona.
