Best costume for all ?

i tried the shadow ops costume in the futaba palace and it looks cool

I like the starlight outfits

The starlight outfits are very good and fit the characters well without looking out of place - special mention goes to the second last party member who looks about 100x better even with a fedora (mostly thanks to the sick fur coat) compared to the French naval officer of his base outfit.

My only beef is Morgana, so I just put him in a Demonica and pretend he's Demonee-Ho.

I like the OG outfits, especially Joker's as it reminds me of noir 1940s pulp comics, like The Spirit.

I wear the P3 outfits to Mementos and the P4 outfits to Futaba's Palace. Otherwise, usually either run the P1 outfits (because I like its battle theme) or default (for the boss fights).

does p3 have its own music theme cuz i used the shadow ops suit and when i fight it has a different theme for it

Mass Destruction, as one might expect. Shadow Ops plays The Arena, from (as - again - one might expect) Persona 4 Arena... Which I'm not entirely sure why, because unless I'm missing something none of the P3 team wore the "Shadow Ops" outfit in P4A, Of course, someone with better P3 knowledge would likely have some idea as to why this is a thing.

Raidou costume is the best. Sadly it was censored out of this release, so I had to mod the costume set back in. Atlus can suck on my nits.

Samurai costumes from SMT4 is what I use. And the sheep for Morgana. Because the Burroughs costume is terrible.
