Can't interact with confidant

Map is saying Ryuji is available on 5/1 in the Arcade, if I do there and talk to him he just says something about finding a place to train and I can't actually do anything with him.

He has a card above his head and everything. Why can't I hang out with him?

For ranks 5 and 7, you need to wait for Ryuji to invite you

Why does it show on the map though?

Is it because I levelled him up faster than expected

It does for everyone. It just shows up even if you can't do anything with them. This occurs during segments when other confidents can't progress until you do something.
