What's the Difference Between Persona 5 and Persona 5: Royal?

I imagine they stopped around 10/11 cause it starts getting into the new content territory.

No. Royal has an "expansion" added throughout the main game and a bit after from what I understand. Also comes with balance changes, fixes, etc. Same situation as P4->Golden. Also has all the crappy dlcs they sold for a while with P5.

It's the definitive version, the added semester is also easily the best part of the game.

So it just does not add a Semester to the game it literally changes the main game a lot and choices will influence if you will get the original main game ending. Either way tons will be added to the main game.
