How does the Navigator work? [Minor Spoilers for P5R & Strikers]

So the Navigator needs a certain information to transport the user into the Metaverse, but sometimes a few people are dragged in as well. First Ryuji and then Ann.

However later on the hideout spot changes to the walkway in Shibuya.
They use the Navigation app there both in P5 and Strikers.

Wouldn't that drag in a bunch of other people as well?

The way the game says it I'm pretty sure the Metanav only drags people who are actively watching someone enter the Metaverse in. This is why people who are actively watching them enter like Ann are pulled in while nobody else is (nobody's going to pay attention to kids in a crowd when they're busy with their own lives.)

It's a stupid explanation but I think it works.
