Honestly its pointless regardless of region because if you are buying a game that takes place in Japan and is about Japanese people you should expect to see images related to Japan.

I am sure someone could create a mod that could restore the Japanese flag on Ryuji's shoes. In the game Shenmue 1 and 2 some on made a restoration mod that restored the vending machines.
