Thanks a lot for this! I used to play on SteamDeck and one of the reasons to have dual boot and use Windows is this title on Gamepass. But always will be more confrotable have it on SteamOS... I have 36 hours of playthrough and surely have a lot of time for playing and now that is on sale I was looking for a way to migrate my save from Gamepass to Steam. Your post make me decide to buy the game.

Edit: Just a tip for everyone else, don't just try and move filed around, even tho you save them in a different spot you might still screw them up, just as I just did... I still have the save files, but my system file is some how gone from my game pass folder so I can't access it there any more... Still don't know which one is the SYSTEM.DAT on game pass.

I tried to do this a while back with 'The Outer Worlds' but had no luck at all and I eventually found out that Microsoft even locked down the installation folder for it to be totally inaccessible by the Administrator. This also means no modding support for any of their games on Game Pass and ruins a lot of the benefits of gaming on PC.
Finally managed to get my Gamepass save file and attempted to transfer over to Steam (they were both from the same update version as well), once I booted it up it seemed to recognise it but when ever I tried to load it the game would come up with some error message which was very strange. It seemed to not accept any save games from game pass intentionally.
Decided after that, Gamepass just wasn't for me and just picked up that game on Steam and started a fresh save.
I'd rather have a large backlog of games on Steam that I know I can play whenever I want and mod them easily as well without having to worry about MS removing the game from Gamepass either, potentially without even being able to transfer them over even if I am able to locate them.
Sorry I couldn't offer any solutions just gave my personal experience on it but i'm sure there are some here that have found a way considering how long Game Pass has been around now who can help you out or at least point you in the right direction.
Edit: Just saw that earlier someone provided very clear instructions step by step to get it running. I would recommend you get onto that since that is the solution to importing your saves over.

part, but there is no system app data folder AT ALL. So nope. I'm going to have to start all over. I'm very sad. I just got to the end of Okumura's palace and was about to go send the card. Balls. if anyone knows WHY there's no system app data (and since that's no where to be found neither is the wgs folder), that would be super helpful but alas and alack, I am going to have to start over.
1- Locate your Game Pass save: C:\Users\YOUR_USERNAME\AppData\Local\Packages\SEGAofAmericaInc.A_BUNCH_OF_NUMBERS_AND_LETTERS\SystemAppData\wgs
Inside wgs I found two folders: one with a lot of numbers and letters and the other with a single letter, go to the folder with a lot of numbers, there are your actual saves. Inside that folder you'll find even more folders with numbers and letters (in my case 3, but more if you've used more than 2 save spaces ingame) and a file named "containers.index".
Inside those folders you'll find a file "container.NUMBER" and another file with no extension,
so you will have to
copy both of the files that have A_BUNCH_OF_NUMBERS_AND_LETTERS. Note that the one that is the last modified one is the actual save data(DATA.DAT), and the older one is the SYSTEM.DAT. You can already rename them accordingly so you don't forget, it will come in handy later.
2- Open Persona 5 Royal on Steam, start a new game, and play (skip) until the game lets you save; save the game, then close it.
3-Disable Steam Cloud on P5R's options.
4- Go to the following route: C:\Users\YOUR_USERNAME\AppData\Roaming\SEGA\P5R\Steam\A_BUNCH_OF_NUMBERS\savedata\DATA01 and overwrite the file you'll find in there (DATA.DAT) with the one from gamepass (make sure the name is exactly the same).
5- Go to the following route: C:\Users\YOUR_USERNAME\AppData\Roaming\SEGA\P5R\Steam\A_BUNCH_OF_NUMBERS\savedata\SYSTEM and overwrite the file you'll find in there (SYSTEM.DAT) with the one from gamepass (make sure the name is exactly the same).
6- Open the game and load your save file, check if everything is okay, then progress a little bit and save the game.
7- Close the game and enable Steam Cloud on P5R's options.
Hope that works for you too :)
(Update: Ended up buying it off Xbox, then installing it again from there, which then it gave me a new "SEGA.AMERICA" folder in "Packages", then followed the instructions and it worked well. After I finished transferring the data, I just refunded the Xbox P5R. The old files I had probably got ruined after uninstalling the game or after P5R got taken off the gamepass, or could've been P3R, who knows.)
