Depends on where you live.
If you play multiplayer games and you live on the east coast then you get really good ping since most of the servers are in Sydney and Melbourne. Because the majority of the population live in those two city, everyone's ping in games is relatively low and even. In CSGO it's quite common to see a fully lobby of players with just 5-20ms ping.

Compared to countries that have a more even distribution of people, your ping and others may be very inconsistent.

I manage to download this game in just under two hours so it's not too bad.

It's the right price if you haven't played it before. The music, graphics, and gameplay all hold up, it's an amazing product with amazing reviews, there's zero reason to release it at a discount rate.

Umm... Do you think that Game pass is a game streaming service? Because if so then you are wrong. Maybe you were thinking about "Xbox Cloud Gaming"? Gamepass let's you download game and play it until you have an active subscription, so as long as he has the game downloaded, his internet speed shouldn't matter

I hate that argument because it's not true and people are just deluding themselves into thinking that's true (unless you want to tell me that you would gladly paid $60 for, let's say, an NES game). In reality the games lose their value the more they were available. But to be fair, in this case the pricetag is more justified as it does include all of the DLCs (well, with one exception) that were available for previous versions of the game on Playstation consoles as a paid content
