Gsync helps massively at least, I'm still usually getting 80fps+ at bare minimum. Though I was hoping to play the game at 120fps so it'd divide neatly into 60fps when streaming on Twitch.
Plus there are a few hitches in there too, d'oh D:
Open up your AMD panel
Find P5R, click 'adjust game graphics'
Enable Radeon Enhanced Sync
Enable Radeon Chill (I put minimum to 30 and maximum to 60 for now)
This not only boosted the performance (FPS still isn't amazing in those areas, but 10x better than before), but also removed a bit of screen tearing I was having.
Hopefully that works for you too. I also have AMD freesync disabled and in-game Vsync enabled and capped at 60 (incase that matters)
Hope they give an option to control NPC density or a mod comes out or something. Not the end of the world but still sucks.

1. Go to Nvidia Control Panel
2. Manage 3D settings
3. Program Settings
4. Add Persona 5, then find <OpenGL Rendering GPU> and make sure it uses your Nvidia GPU

I have similar specs to you, i7 6700k and a 1070 with 16GB ram DDR4 idk how Im gonna magic this one out, tried reinstalling twice too nothing happened.
