Although, I agree with you in principle, but would instead add a switch to disable the DLC content, wholly or even independently for gameplay bonuses and cosmetic items.
Another solution would be to integrate the DLC items more naturally in the game via shops and events.

Indeed, and while I'm grateful the modder took the time to fix Atlus' inelegant solution, it seems like they (Atlus) never bothered to consider that some of us wouldn't want gameplay-altering DLC present amid cosmetic-only DLC.
Plus it's kinda creepy that the MC has a cardboard box with women's bathing suits in it...
Oh well. At least one patch is currently in the works that may address this without the need for the mod.

Also, the DLC personas are quite busted even if you don't directly take them from the compendium. Say you fuse the first Orpheus naturally instead of buying it for 0 yen. You may not realise just how OP it is and other DLC personas are until you use them enough and/or unlock traits for them too. So you use OP DLC P2W to unfairly boost you through the game and you regret it because it didn't seem that bad at first. So you end up starting over...
You become like 10 times more busted with the regular personas, at least with how easy it is to trigger an alarm, the only one that remains late game usable out of the box is Izanagi No Okami.
Also most of the late game combat is not even that, you will be insta killing everything with Ryuji's power.
Neo-Cadenza alone seems to brake the game. It effectly does Matarukaja, Marakukaja, and Masukukaja all in one. Each of those skills alone cost 24 SP, and Neo-Cadenza does all 3 of them and 50% party healing for the price of 24 SP. Frankly, I easily beat P5 which is harder than P5R just off the back of buffing and debuffing when against bosses (so I didn't need to be at a high level). You give me just a broken skill like this and that alone would break all the boss fights in the game.
