There are a couple of others that are really useful, Tae for example.
The gamer kid, and the politician as well, those two are really good to get done in the first playthrough, as you only need to unlock them after that to get the benefits of their SL in every other playthrough you do.
Ryuji is really helpful to get him up to...7..I think, as it makes it easy to trigger the alarm in Mementos..hell, it makes Mementos easier and more bearable in general.
The most useless SL is the reporter, it was sub-par in P5, and it became useless in P5R.
