And it's also sold separately for PS5 in PSN for me even though I own it which make it look like some new edition.

It’s a disappointing decision by Atlus. Many people have already bought the game twice, first the original version, Persona 5, and then Persona 5 Royal which was released in October of 2019.

yes its the same game though, its royal for both, though PC does come with 60+fps, which is nice
Probably PS5 also has 60 fps.
its an exception to the rule.
its a full priced game, so its sold at a full price, why would you get a discount?
