The original version "Persona 5" did come out on PS3 as well as PS4. This is the enhanced edition which came out on PS4 later "Persona 5 Royal", with all that versions' DLC included.

This is in the typical Persona style in recent releases:
* Persona 3 (PS2) became Persona 3 FES (PS2) and Persona 3 Portable (PSP).
* Persona 4 (PS2) became Persona 4 Golden (Vita).
* Persona 5 (PS3/PS4) becomes Persona 5 Royal (PS4).

Typically these expanded version include new social links/confidants, additional content/endings, additional scenes, etc.

Persona 4 Golden is also available on PC now and Xbox/Switch soon. Persona 3 is soon to be available on Xbox/Switch and PC.
