What fixed FPS drop and Stuttering for me was:

Process Lasso, i tried everything dxvk, Special K, everything helped for a little but after some time always got worse again, the stuttering never ceased. I had process lasso installed but it didn't do anything whatsoever, until i decided to try doing something there.

I'm gonna tell exactly what i did, on process lasso right click on P5R.exe then i set "CPU priority > Always > High", on "CPU Affinity > Always > Select Affinity" i marked everything there, "CPU Sets |> Always > Marked Everything" and also marked "Induce Perfomance Mode"

After all that when i finally opened the game my horrible stuttering was gone, now my game is on 60fps, i'm at the second castle and was almost dropping out cause it was impossible to force trought on where i was with the horrible stuttering. Now i can finally play smooth, just hope that this workaround keep working and also hope that it helps someone :3

i just went to taskmanager > detail < P5R and set priority to low and fixed but u have to do it every time u launch the game ، lasso do the same thing i guess

Process Lasso does the same thing you did in Task Manager but permanently, it's totally worth the boot-up "please support by buying" message.

I tried using only the task manager, it didn't work at all, it did nothing, and everytime you open the game you have to do it again in case it work, process lasso does it permanant and actually did fix it for me

Lasso doesn't just change priority. it also makes P5 utilize your CPU cores better.

I was having this same problem with the fps drop and lag, I tried all this but I only solved it removing my video card from the PCIe slot and cleaning both, runs perfect now 1080p 120 fps without all this stuff.

I have a system that is well above the requirements (5800x/3080) and I have odd hitching/stuttering every few seconds while my windows power setting is on balanced. Switching to performance fixes it. It's the only game I've had this kind of problem with.

Depends on how powerful your CPU is actually.Most have to do nothing and the game runs fine. If you have to set the game to high priority your CPU probably is a 4 core.

That was my case. I have a quad-core i5. and on areas with lots of NPCs there was stutter. Lasso changed the priority, but it also made P5 use all the cores. I had used another app to run a diagnostic, and it had said P5 was only using ONE core.
