This is not entirely correct, it is only half the story. It largely depends on the prefectures themselves. While "officially" per country It is 13, this is in only remote rural areas and there are anti-corruption of minors and obscenity regulations etc. laws in place too. You will go to prison if you try to consent with a female under 16 years old if you are an adult, as that is the minimum age for marriage and thus sexual relationship if you are older (unless you yourself are their age or close to it, but it is forbidden for those who are under 13). So for example, while 15 and 16 year old is okay, 15 and 20 year old is not. In most areas, especially the big populated ones, it is higher. In Tokyo it is effectively 18 for example.
