The reason cannot be that it wasn't released yet, because many other games which haven't been released have their store page accessible.
Probably some information necessary for rating hasn't been sent to Steam so that by default they hid the store page, which they are forced to legally now.
Dear developer, since you probably want the game to be as visible as possible (wishlists!) to have the best success with its future release, please make sure that Steam can reveal the store page in Germany again.
Was the store page of the game previously accessible?
Luckily it's no biggie for devs to file out the survey to get a valid age rating after November 15th. Plenty of games slowely but surely become available again for Germans. Subnautica 2 for instance.
I´ll keep those games on my wishlist and keep an eye on their progress, if they remain unavailable i might pirate them to play them but i`d very much prefere to buy it and support the devs.
What is the case here is most certainly that they haven't sent sufficient information to Steam about the game. That is why it became blocked around the 15th, when Steam complied with the new German law.
Can't you buy a key from sites like Instant Gaming or CDKeys and activate it on Steam?
It is not blocked because of anything else.
The only thing necessary is for developer or publisher to fill out properly a questionnaire that Steam provides.
NO AGE RATING means no store page for germany. If it's rated 18+ or whatever, that's fine. Just nothing isn't fine anymore.
You can also look this up on SteamDB (Metadata -> restricted countries: Germany).
It is entirely possible that you just have to fill out the questionnaire again. It has helped with the same issues with games from various other companies before. Reason might be some update that changed the questionnaire.
Oh well... Time to move on and focus on other games instead, I guess.
