Their reasoning is that if they were to include such a feature they'd want to make it good instead of an extra thing with no meaning.
From what I understand, this may not be entirely accurate, a developer designed a romance system which was acceptable however it would be too expensive to implement.
If that's the case, how are you supposed to gain positions of power, prominence and influence if your essentially just a hired adventurer or a grunt worker? I don't wanna be a Guild Master of a Guild, only to end up it being ceremonial in function only.
Being a guild master really does not fit with the gameplay loop as it is an administrative position but other games include it without any real function or consequence. We are focused on making the game loop make sense and feel authentic.
This could be used as part of a larger homestead thing which could be a fun addition.
Depending on the core game mechanic it doesn't need to be complex, such as spent time traveling together could be enough to transition relationship to romance if the player chooses. The core benefits of romance only has to be a bit of different dialogue or one or two cutscenes like a kiss mechanic would be enough to satisfy most players.
In regards to followers specifically the developers have said it may happen but not for early access.
