Lore Question about the achievement, "Two-Time Champ" *small spoiler*

The achievement says, "win the rematch". To my knowledge, the police officer that you play as never fought this creature ever before. What is this in reference to?

My guess is it's because you as the PLAYER rematch against it

The boss you fight in Interlude is a mutated version of the tank you fight in Chapter 1.

So, it's the second time you as the player are fighting the tank. Just in a different form.

I see, It looks like I'll have to take a closer look at the tank next time I play through Chapter 1. Thanks!
