Front Page bug - Vienna Station is empty

I'm stuck in the Front Page quest because there's no evidence or dialogue available in VIenna Station on arrival. Got me False Pass. Nothing to interact with at all. Should there be? The quest indicators and minimap indicate that this is the spot.
