In this quest after talking to the two prostitutes I am given a subtask of going to the brothel to talk to the madame. When I try to talk to her though she has nothing to say that advances the quest or removes the subtask.

I came back a bit later after doing other subtasks in the same quest and then she had the proper dialogue options. I was able to continue.
