Memory Horizon mission, bugged/broken?

So I found Upyr near the old loan shark's residence, I followed the vision down the street but any direction I went in resulted in the screen going dark - so I was at a loss for what to do.
I decided I'd come back to it later.
So, the quest is still available and perception leads me to the same loan shark starting point but Upyr is no where to be seen and I can't trigger the visions anymore.
Is this just completely unavailable to me now or is this a bug?
Anyone experienced anything similar?

I'm facing also exatly the same issue. Quest is bugged if you dont complete it at first try.
