I don't think we'll put anything in the game that would break it so hard as being able to motorboat around but we might create a free-ride mode that slowly moves you through the environment in the future as an accessibility option. And who knows, if we go into a more arcadey direction we might provide a special mode that allows this but for now you'll have to do the work ;)
Simply adding xbox controller support in free roam would make this game accessible to many more people--people who can never go kayaking in real life.

Adding adaptive controller support via xbox would greatly expand the market for the game as well.
I could see it being very popular for physical therapy with more control options.
How many people does your congregation of people with disabilities associate?
Are you planning collective shopping?
How many vr headsets have you purchased?
Do you have a government grant that you plan to invest in adding this functionality to the game, what do you expect in return?

If you're concerned about the market size--There's a big enough market for adaptive gaming that Microsoft went to the trouble of INVENTING adaptive controllers for xbox/pc.
So, there is a market...
BUT, why limit this to adaptive gaming? I've seen plenty of requests for controller support from (presumably) able-bodied folks too. That market is HUGE.
The fact that the dev's are marketing commercial licenses on the store page tells me that they should already have plenty of incentive to make this game as accessible as it can possibly be.

You know, if they had more fun/interesting games to play, they'd have less time to pick on you!
I would gladly buy a DLC content of a new type of raft like the image below. One that could use two oars and a very small motor added in, perhaps. But still, to see a new skin and to use TWO Oars instead of just one may be a nice change and more to what I use in 'real' life.

My question is, why would anyone who knows pick "Tour" as a person could just freeroam the map and to just sit and do nothing...does nothing. What is the point?
It's partly an accessibility feature for people who aren't able to kayak so well but some people also really enjoy taking a relaxing route through the environment without having to focus on paddling and just want to take in the sights :)
