I dont know how to form a single (coalition) government ? [help pls]

I know this game has so many bugs because i've been playing different versions in the past, but i've been able to *play* up until now. While playing P&R 2021, im just unable to form a (coalition) government, and as im reading some other posts in the forum im starting to think the game is definitely bugged.

I'm playing with Spain. I've succesfully formed a two-party coalition that makes for the 45% of the parliament. I've just assigned the other party the ministries i've promissed them within the coalition government (6 in total), and starting to interview with other characters of my party and so on, and the i received a message from the other party's secretary general giving me 24 hours to assign the ministerial posts i already assigned to them (??). This also happened the other time I've played, trying the same thing and already with a fully-formed cabinet - then the coalition broke and I lose a tone of popularity because of it. Is it just a bug or did i missed something that the game doesn't properly point out ?

Also, how am I supposed to form a majority so the head of state doesn't dissolve the parliament and hold an election once again?¿ I tried to ask for the approval/ support of the other minor two parties on the left but i just cant. Do i just have to try and disolve the last coalition and include them in a new one? How can i make this game.... playable ?
