Isn't the passenger reputation not supposed to impact your railroad after 10 days?
I started a railroad from scratch not too long ago, and its been 12 days, and I never did a single passenger service, because from what I heard you could choose to ignore passengers and never take a reputation hit. But my reputation has never gone above 70%, and its impacting me financially because I'm not getting the benefits and reductions.

Having not 'failed' passenger service yet I'm somewhat guessing, but I would think there's a penalty for not providing service to an active passenger station, which is what will eventually time out and go away once that station becomes considered inactive.
Just never providing a passenger service doesn't mean you get the bonus for providing a passenger service, that kind of wouldn't make sense. This is just a mechanic to allow you to reduce the stations you serve, which previously wasn't possible without soaking penalties forever.
Passenger can bring in some decent fare payments. Passenger service can run almost half of freight and if you do automatic station stops with a GP9 diesel you can traverse the whole map serveral times before you have to refuel. Not having to full up all the time with coal and water helps a lot in keeping passenger running with little attention paid to it. My whole point is that passenger service can bring in substantial operating funds for your railroad. (edited for simplicity)

Once again guessing at bit here, but initially yes, I don't think you even need to serve all the stations, but if you then stop you'll have to go through the penalties for not serving stations, and then afterwards you won't be serving any so won't get the bonus for passenger service.

On top of what rockymnt posted about passenger service being extremely worthwhile financially, if you really don't want a passenger train running the minimum you need to do to get the bonus seems very low, I think 1 train a day between any 2 stations is enough, so long as those 2 stations are the only ones active.

We are aware of an issue with this system and are looking into it.
While many people seem to find the passenger runs boring or not worth it, they can be very lucrative in the long run. Currently, I'm running one train between Whittier and Bryson. I'll run it twice back to back in the morning and evening (Commuters) and then around the lunchtime hour as well. Total revenue for little work will be north of $1000 easily. So, yes, it is worth it. Have to remember that, historically, this is set in the late 40s/early 50s. In this region, there weren't a lot of roads nor a lot of cars. The train was the main way to get back and forth along the valley. Also for delivery of things like mail and foodstuffs from town to town.
Went back thru my logs looking at freight and passenger income.
As tiers go up freight becomes proportionately more which makes sense. Passenger train runs full map back and forth stopping at Cockran and Alarka each pass. My day now runs from 18 to 22 hours. I often "park" passenger at times if lot's of freight traffic on main (which thre is at tier 5 settings.)

Day 70
- $11,507 freight
- $7,541 Passenger

Day 92 - (higher tiers, mostly tier 5)
- 23,596 freight
- $7,728 passenger

I try to keep passenger running but on time freight is my focus. Highest passenger income per day: $10,803

So I think we see what the issue might be. The way that this is designed to work is that the railroad has to provide minimal passenger service somewhere. I was mistaken in understanding that you could fully abandon passenger service, this is not the case.

So your rep should be restored with a short passenger trip between whittier and ela, with no need to provide further service if you choose not too.
