How do I unload a hopper car's coal load into the coal conveyor?

I am out of coal on the coal conveyor belt, and I know I need more coal or the two engines on my railroad won't work. But even though the hopper car of coal is right on top of the coal conveyor where I would unload a hopper car of coal, the coal in the hopper will not unload into the coal conveyor. Am I doing something wrong?

The conveyor can only hold 2 tons of coal. You basically leave the hopper permanently parked until it's empty.

have you set a waybill to make the waggon unload at that location =? you can find that when you open the menu on the waggon and looking there by ,,operations" without a waybill the waggon will not do anything
