Report a translation problem
Note that my experience is thanks to previous patch, not tested in the wear and tear patch, but I guess it will be the same since the patch notes did not mention anything about this (as far as I know).
The issue is these industries consume raw product at the same rate as they output their finished products. Thereby creating a bottleneck because their internal storage will never fill up, unless the player actively only provides, the industry with raw materials only.
If the industry has a full internal storage (not visible to player in a vanilla game) It will stop ordering more materials, and instead order more empty cars.
There are two ways to fix this issue.
1. Wait for the devs to fix it.
2. Use a mod to fix it. Like this one: https://github.com/Voidheartd/IndustryFix/releases
The mod fixes it, by increasing the unload rate of raw materials.
