Early game yes, mid game the A26 Atlantic is better as it hold more wate and can haul more passenger cars easier, P-43 is probably one of the better late game passenger engines as it can easily pull a bunch of cars, and has an even larger water supply. Water will always be the biggest issue with steam engines.

My preference is the G-25, I am only running between Whittier and Alarka Jct at this time and turn the loco around at both destinations. A bit less water capacity than the Atlantic, however there is water at Whittier and Bryson so no issues.

I prefer the P-43. Especially with this easy access to the water tank. I run one passenger train back and forth with a P-43.

Using the SW1 to haul 4x 1900 Pullmans + 1x Observation from Slyva to Alarka. Haven't made the full switch to Diesel for freighting as its too OP.
