As long as you service freight in time and in a safely manner, your overall reputation will be in the 60-80% mark without passengers.
This will lock out the top-tier contracts and make upgrades more expensive.
damn that makes this game even harder for just one player when expanding the line because I feel like it would almost be best to pre buy locomotives and cars to service specific pieces (IE Keep the starter locomotives and cars for just Wittier-Ela and buy new locomotives and cars for say Ela-Bryson)
Beyond that, one more low end loco will be helpful. It will allow you some flexibility. You can keep one permanently assigned to passenger runs, and two to deal with switching, freight hauls, and log runs.
Again, just my two cents worth. It’s really on where you want to invest your time and energy.
