you don't as steam engines in real life you cannot turn off without a long process. For explanations may I suggest on how firing a steam engine works by Hyce on youtube.

Umm….one thing I have noticed is that if I notch the throttle to about 30% my locomotive can run all day long without utilizing any water.

I have not verified this, but when I park my trains in their house at night I put them in neutral and turn the parking break on. When I finish backing the last train in, the first one stopped smoking all together, which makes sense according to what cdnrdnck said. I don't know if it is a fluke, if they need the parking break or to be in neutral, or if they just need to be unattended for a while. Also the AI was off when they are in their house. Hope this helps!
