Kurtz's towel becomes highlighted before you can use it

I was scanning around the locker room and noticed this towel had the outline, but couldn't be interacted with. I later triggered the Get Well Soon card mission where you do indeed end up grabbing the towel, but having it take on the outline before that mission confused me and seemed like a bug, since you can't interact with the towel until the mission occurs.
