"Fishy Situation" citizen model's lip is not rigged correctly

Small issue, but one of the vertices of his lip do not move with the rest of the lip section when he speaks.

This pops up on tons of character models, and was in the demo as well. I've watched streams that don't have the issue, so it's some kind of compatibility problem, but I've updated my drivers (and purchased the game!) so probably something a patch has to fix.

Strange. I love the game else than the weird technical glitches.

I feel like these can be avoided if they just spent more time playtesting.
