At the bottom of the file is a list of "ActionMappings;" to fix my issue I had to add the line
The only reason I know the name of the command is ReleaseThrowing is due to this resource on Nexus Mods -

- in which I found \Game\Config\DefaultInput.ini which has all the commands including the ones not found in GameUserSettings.ini, in a similar format.

I am an ESDF player. There are dozens of us out there, I swear! Some games claim to have full key editing but in practice you can tell they don't really test it out in-house. At east not moving the WASD around.
I saw my Activate set to "Key1=ThumbMouseButton" near the bottom of the .ini and then pasted yours in and changed it to ThumbMouseButton and now my pick up and drop is the same.
