maybe it requires some HUD option to be turned on. I have most of them turned off, because they are too annoying and spoil the game.
it creates super lame visual effects, not to mention spoiling the fun.
so it clearly makes it a gameplay bug: when that HUD option is turned off, reaching the "instant scanner" ability becomes a downgrade instead of upgrade. avoid it when you go for more immersive play style without all that unnecessary garbage on the screen.
