I have Task Manager on a second monitor with the GPU monitoring up and **every time** I reach 11,5GB out of the 12 available on my 4070 the game crashes with that exact same error message.
If I reduce VRAM usage in any way (lowering the details, disabling Frame Generation or DLSS altogether) the game stops crashing.
If you are able to check your VRAM usage in any way (such as using MSI Afterburner/RTSS or keeping Task Manager open while running the game) check if that's also happening on your end
Not sure if this will work for you, but I found a solution here.

The one that worked for me was Troubleshooting compatibility.
I also set my graphics to low, just so I could get through the cut scene for the hospital, note its still laggy as ever, just give it time.
- Right-click RoboCop: Rogue City in the Steam library
- Go to Manage > Browse local files
- A new window will open with the game files
- Right-click the executable
- Select properties and go to the Compatibility tab
- Click “Run compatibility troubleshooter”
- Let Windows do its thing
- Click Try recommended settings and apply them
- Play RoboCop: Rogue City and it won’t crash
I found a "Fix" to get through the game, but I barely had 50 fps throughout the whole playthrough. My specs are high-end and pull triple digit fps in modern AAA titles, but this AA title spat in my face. It severely ruined the experience for me. It saddens me as I otherwise would have loved it as much as their Terminator game.
I can only hope that the major update that comes soon, fixes the game for those who want to give it a 2nd chance.

Four months later, still there.
Devs? Do you even read the bug reporting forum?
Outside of that though things are great in 4k.
I'm not sure if it's the same issue for me as I'd see an error about the Vram or Ram (plus I use a 4090 with 24GB VRam and I can 100% GPU load it and be fine for hours on benches as the cards will do fine even Air Cooled). I do usually do some research on the topic like check Event Viewer to diagnose to start which yields the below results. You are speculating, so I can't really help you out without more information. I also get this error about 1-3 times per 3-6 Hour play session. Doesn't make a difference if I stream it or not either.
Here is a copy of the Error Message:

While that is what we see in "Event Viewer" it is all stemming from the Error Popup that we get when the game crashes that includes this line:
"LowLevelFatalError [File:F:\RoboCop_MAIN\Engine\Source\Runtime\D3D12RHI\Private\D3D12Util.cpp] [Line: 873]
CurrentQueue.Fence.D3DFence->GetCompletedValue() failed

So it isn't something specific to myself given the vast amount of reports of the issue. Unsure if it's specific to DX12Ultimate or what but it's more annoying then all the graphical issues (like no reflections of robocop in mirrors, blown up hogs floating in the air, blood chunks floating in the air, mobs sometimes standing up dead but dropping their weapons.
All the visual stuff I can excuse but a Fatal Error in the game itself is a bit rough around the edges. It will reflect my review of the game to a negative in the long run as it shouldn't be happening in the first place. I always am running the newest released GPU Updates, F10 on my Mobo so newest Bios and all my other drivers from the Mobo/CPU onwards are also up to date and running well.
I have no Critical or Errors in the last few days so I know the system is pretty stable given that as most usually will have a few things popping in and out. (like Robocop in my instance)
Yh running the game on 4070. DLSS performance mode 4K (60fps). It’s indeed the same error msg. But I’ve been getting the crash much more often than you.. haven’t had any issues with other games. How is this not fixed yet? The game is has been out for a while now.
