Report a translation problem
Encountered this bug an hour ago. The way point is on an empty desk.
It's the second bug I've encountered in this stage. The other one was the phone booth to call Samantha Oritz not working.
There's another courtroom, that does have an access card.

I thought I had this issue. After clearing the first court room, I breached the bathroom wall into the second court room. Cleared it, couldn't find the access card.
Went back to the first room. Ensured all evidence was picked up. Re-entered the second. Nothing.
Reloaded....cleared and collected in first court room. Breached and cleared 2nd court room. Found access card.
This worked for me. Think it's just a random glitch they haven't ironed out yet. Hope this helps.
I think the Devs expected this to be the scripted path people would take.
edit: I went back, the right courtroom top floor has an open door all the time, easy to miss with that security door as a distraction I guess.
I am one of those who prefer to search, explore, and solve every puzzle. However, it would behoove the devs to remember that many gamers prefer the bare-bones of the main plot. New Game+ would certainly enhance their experience with this game.
