Saved the Cat - No Achievement

Saved the cat in the burning building and helped the guy escape but the achievement didn't unlock

Where the hell did you find the burning apartment cat? I found the one in the hotel easy, but have not been able to find the apartment cat, after three times playing through.

I breach the door, the screams "I'm not leaving without my cat....You have to help me find her!!!" I then search the whole building for 10 freaking minutes, up, town, every square inch of the floors. No cat. His apartment....No Freaking Cat.

Where the hell did you find HIS cat?
