Do you keep your upgrades for new game?

I'm still puzzled how you unlock the safe in the arcade if you need engineering level 6. Every time I visit the city again the arcade is inaccessible and not possible to have engineering that level when you to the arcade at first.

You need to scan a calendar which has the code on it (requires level 2 deduction).
