It would have made Robocop act more human, at the End of the first movie he'd regained most if not ALL of his previous blocked memories but was still sorting through them all mentally...Him being able to do that in Rouge City would have been an excellent way for the devs show that he's sorting through them all still and that underneath the metal shell Alex Murphy was still front and centre but was still coming to terms with all the memories he now has access to and what he'd been turned into by OCP.
