I will recommend finishing more side quest before enter the boss fight.
But yeah learn how to use chips and upgrade boards it makes you overpowered like mad and the game is pretty easy even on hard if you fully chip out boards. Upgrades are definitely worth it in this.
This is probably the best advice, with that van you can just cheese him indefinitely. It's really ♥♥♥♥ design that after a game you could beat without speccing fully into combat related stats, you get this tacked on bossfight where you get your ass kicked if you didn't. I never upgraded my health and armour beyond 6 because it didn't seem necessary, nothing could really put a dent in me until freaking RoboCain 2 with that hitscan minigun.
