This makes sense in a world where you're moving up in difficulties. It does not make sense in a world where there is only one difficulty left and it is trivialized by the buffs. They need to do something about this. Why should I not be able to use my previous chips from NGP in another NGP? That's the point I'm trying to make here.

This is incorrect. Sounds like you might have encountered a bug or maybe you misclicked and started a regular new game and not a new game plus.
Actually, your response is incorrect. New Game Plus does not retain upgrades from previous New Game Plus saves. It only retains the previous upgrades from your Vanilla playthrough. Please do not correct me with incorrect information.
