What triggers Attack on the courthouse side mission?

I ended up missing this mission, could see cops and ambulance out side it and walked all around and nothing happened so I went ahead and left. Only saw it in the evaluation screen afterwards, so I reload Spikes house autosave and still go around the courthouse and still nothing happens.

All I did was walk up to it and the officer gave me the mission. All I had to do was walk close enough.

I didn't even see any indication around the hub, when this mission was available. There was nothing around the courthouse, zero reason for me to approach it.

Then all of a sudden, "mission missed" on results screen. Was a sad moment.

Even the cop car didn't say I was leaving anything behind.

Today went back and reloaded the Video Store autosave and headed to the courthouse. The mission is now triggered. The main thing that is different, is the cop you talk to, he was NOT there on my last two saves.
