Oh, on this in particular: If you are going for max XP you can have Deduction maxed right after the first fight in the Slaughterhouse. That means that you'll have 4 free skill points by the time you start Steelworks. By the time you get to ED209 you can have at least 11 skill points beyond Deduction 10.
I think the only way this really stalls your character at all is if you're also going heavily into Psychology early on. But if any of the skills are a trap, I think it's that one. It's very much not necessary to get any ending in the game, and lowering requirements is of very limited use particularly when you can scan to find clues as alternate ways of getting results in dialogs.
Good advice. Not only the safe contents are crap, but you can always find a combination nearby. Good news is, engineering is great regardless of the safes, so there’s that.
