I played on HARD with my first ED-209 Encounter at the Steel Mill. I literally just went to the Steel & Concrete Pillar that was closest with a bunch of Cement bags and used that as my cover and just peaked between his attacks. Rockets mostly just went by and never hit. I didnt even used the PCB boards because I missed the tutorial on them (Wasnt paying attention). Still was able to beat ED-209 in under 10 minutes for the Achievement.
EDIT: Looked at what I actually grabbed. It was just a heavy sniper rifle. Still was enough to shave of around half of its HP. It was the first time and last time I actually used any other weapon than Auto 9.
Should different kinds of ammo tips instead.
Dodge, use the environment. Aim for his weak points.
You can kill him off without much trouble with no skill points put into anything other than deduction at that point.
