He'll get around the cover you use so you have to move, if you are far away he'll use the rockets but those are easily dodged, just keep moving. If you aren't in cover, then move. Don't iron sight if you aren't in cover. The map is covered with Recovery charges too. Don't pick up explosives to throw if he's firing cause he'll just set those off in your face with his constant fire.
I was both looking forward to and dreading this fight, and it didn't disappoint.
To whoever said the PCB boards are hard, I hope you are like 6 or otherwise that's a serious condemnation of your education system.

Most frustrating thing about the fight to me was the insane screen shaking.
He doesn't hit you much when you run sideways, so don't run straight away from him.
When he charges his missiles with the red laser is the best time to unload on his weak spot, make sure you run away sideways before he fires the missiles, none will hit you.
There's a heavy sniper rifle and machine gun you can pick up, they do good dmg.
Start by throwing the explosive barrels. There's loads and they take tonnes of damage. Then go for the weak spot in the centre of his head and you'll get critical hits.
Keep power sliding up and down, hiding behind the pillars and hitting him as he's trying to re-aim.
There's also an area on the far side with another health regen and more places to shoot from.
Use all your skill point and the best pcb board to maximise on your shot power.
half the time he takes no damage for no reason, he will stop behind pillars but still fire both guns because they stick out the side of the pillar.
i ended up just grabbing the dumpsters in the left corner (left from starting direction)
and bouncing them off his feet til he died.
