I can only assume the actual answer to this is that the devs thought a standard FPS shooter was too obvious of a game to make (There is a clip/article of them saying this somewhere) , and so they opted for the light RPG route, hence the skill trees.
I do think the devs were right in this decision, and although the skills don't fit the lore, I think people would be bored and the reviews less glowing.

Yes and I do like robocop 3 but I have enough brain matter left over to realize it's not THE robocop.

Teyon did an awesome job from my perspective.
If you think the game is too easy, just increase the difficulty level and or don't use skill points.
