Get yourself a sledgehammer and you tear through walls no problem... Now try to get the safe open with the same sledgehammer. You won't get anywhere. It's called safe for a reason.
It's far more technical and time consuming to get through a safe like that and Robocop would never get it open by punching it.

RoboCop is far stronger than a sledgehammer.
The point is.. he has no tools or leverage to open a small safe. Look how much effort it takes to open it. He can't punch his way through it. He needs a crowbar or something. His fingers are too thick. Maybe that little spike he has that he uses to connect to computers, but that is probably not strong enough (why wouldn't be)
More importantly... it's a video game.
I'm 100% sure about that. Think of how much effort it takes for a human to swing a sledgehammer onto something. Now think of how little effort it would take for RoboCop to swing a sledgehammer. It would be like nothing to him.
brute force is the most ineffective way to open a safe and you also gotta make sure the contents aren't destroyed in the process
Oh no doubt about that. RoboCop could simply rip it open.
pulling on the handle won't open the safe, it would simply break the handle
well if they are true to the movies he can open/breaks a lots of things and throw sh*t at peoples with extreme ease, but a safe even for Professional need a bit of works to be open.
i don't say he couldn't do that but i think it's better to assume he never had to open up a safe like those in game and since he's the "good guy" he prefer to scan for clues than try to brute force it like a random thug ?
