Hell do what the series did and have him fight an evil robocop.
Robocop 3 is perfectly fine, and this game actually leads up to it explaining OCP CEO change and the whole Rehabilitation project set up, as well as other small things, like why AI Robocops are not a thing, while AI Ninjas are.
If you don't like the 3rd film, it's "a you" problem.
Arm cannon and jet pack are cool as ♥♥♥♥.
It's a wonderful sequel, where RoboCop ascends to become the champion of the people, and take down his oppressive mega-corporate masters.
It took liberties it shouldn't have -- but it never devolved into self-parody, and stands a great cap to the trilogy, regardless of its production problems.
But that is all that it is, studio-mandated cartoon crap that was deliberately sanitized and reduced for PG-13 crowds - anything beyond is what you yourself are projecting, and frankly your words are truer for either of the previous Robocop movies, and NOT Robocop 3.
With better director and better budget, and everything made better, it would be awesome movie.
I don't consider Rogue City canon, as I REALLY, REALLY DISLIKED the final boss. It was my "WTF were they thinking?!" - moment. I would've rather seen Kain resurrected, or Boddicker, or even Frank Fredrikson from the first movie.

The film is full of this content. Trim out 10 minutes of an annoying kid's antics & a dancing gun -- and you have a great RoboCop film and amazing sequel.
Only later when I learned to "appreciate the art" of moviemaking, after seeing Godfather, The Pianist etc, I understood the difference between the Paul Verhoeven's masterpiece and the rest of the Robocop franchise.
But I still consider it a fun movie. I rewatch it everytime I do a Roboco binge.
I loved 'RoboCop' and enjoyed the sequel.
I actually hated 'Robo3' when I saw it in theaters -- because I was too young to see past the schlock. They had sullied my RoboCop!!
It wasn't until I was full grown -- with my own acumen of art appreciation -- that I found value in the film for its many merits and brand-appropriateness.
'RoboCop' is a rare, perfect film.
'RoboCop 2' is a satirical mess cobbled together by the best sequel-maker of the era.
And 'RoboCop 3', despite its missteps, is objectively better-structured than 'RoboCop 2'.
