Stuck in Steel Mill

Completed both side missions, and progressed to point where I have to meet up with police reinforcements. However I can’t find a way to reach the destination. There’s a train and a big gate that’s closed and I can’t start the engine because I don’t have necessary engineering skill. Backtracked the other way round but still can’t find a way through. Would appreciate a pointer to what I need to do next please?

I believe there's a book underground in the right building (I think there one with the drugs you need to destroy?) which you scan and it tells you how to use the train with no check. You don't need to actually enter the loading screen for the building, just poke around the underground. I remember it being at the end of a long hallway and inside a small room. Just scan it with your scanner and you should be good to go.

Thanks, I scouted around and eventually found and scanned that book and was able to progress, at least until ED-209 went rogue and blocked my progress for quite some time!
